To date, more of high schools of the region do not produce professionals of such level. In the market terms the
educational establishments of all levels (preschool, school, primary, secondary and higher education) are in dire need of
professionals having the necessary pedagogical and management training.For example, now schools are 100%, and
institutions partly funded by the state, but today schools are finding additional sources of financing,such as: commercial
classes, social funds etc. These flows of finance generally are not regulated.To improve the EIs of the necessary structural
changes in the management system.Today, schools are in step with these changes.In this regard, project proposes to
change the structure of education in pedagogy and edu management. Namely, to unite disparate all this various training
programs in pedagogy on BA, MA, PhD levels and combine them in directions, it is necessary that the teacher has
become more flexible and versatile.Knowing of learning processes necessary for more effective management of the
institution/school and the ability to manage the school gives the teacher the opportunity for career growth.Therefore,
these 2 trends are interrelated with each other.But CA education there is no separation of "Pedagogy" and "Edu.
Management",it’s due to the absence of a separate training program "Edu.Management",that is why all of the heads of
EIs are primarily teachers.
An important problem is the lack of a unified, continuity system of teachers training.As the preparation on the 5-year
program, in most cases, does not give possibility to create a flexible edu trajectory, it is necessary to transit toward multi
training.The possibility of constructing the edu trajectory on the BA level and on a very important and new for countries
in the region MA level.Such a system would allow student to build his student edutrajectory more flexible. It gives the
opportunity to build a continuity of eduprograms,forming a new system of training teachers, based on the multilevel
system with the different possibilities of constructing the trajectory of the teacher career development,including
scientific,academic and managerial.
The important meaning has the opportunity to promote and further implementation of the 3rd degree-PhD in
pedagogy,as the construction of research and scientific part of pedagogical education and science.
Uniting efforts of state bodies (MESs),academicians, university administrators,faculties,NGOs and experts in HE, the
produce synergy effect to the system.

The project objectives are:
Development of the structure of training specialists in pedagogic on the basis of 3 cycles and educational management
(2 cycles - MA, PhD) and using ECTS, that meets EU QF on HE (Bologna) and adopts best practices of European and
Central Asian universities
• Development/modernization and implementation of curricula, based on competence approach (TUNING
methodology), ECTS and including learning outcomes evaluation on pedagogic and educational management
• Implementation into the educational process contemporary educational technologies and quality assessment methods
• Development of e-learning in pedagogic and educational management
• Development and dissemination of educational methodical documents
• Creation of expert groups in development of new curricula based on ECTS and competence approach
• Rising qualification of academic and administrative personnel of educational institutions.
• Creation of 3 Centers of Excellence in 3 CA countries.
